שיעור המע״מ במונטנגרו עומד כיום על 21% ברוב המוצרים והשירותים
בעבר עלו דיונים ותיקונים אפשריים בנושא מסים, אך נכון לעכשיו לא קיימת חקיקה או תהליך רשמי המאפשרים לתיירים לקבל החזר מע״מ על רכישות שבוצעו במונטנגרו
במידה ותיכנס חקיקה כזו בעתיד, הרשויות המקומיות או גופי תיירות רשמיים צפויים לפרסם את התנאים, הסכומים המינימליים וההליך הנדרש

ולא תקבלו הנחה על גובהה המע”מ במעמד הקניה או במעמד ישיבה בבתי קפה או מסעדות אז אל תנסו את זה כי זה סתם מעצבן את המקומיים
אם חנויות או גורמים פרטיים יציעו לכם החזר מע״מ, יש לקחת בחשבון שאתם חייבים את כל הניירת הדרושה מאותה חנות שממנה קניתם ואז לדווח על זה במעמד יציאה ממונטנגרו בשדה התעופה ולהראות פיזית כל מוצר כולל חשבונית , קבלה , והניירת מהחנות . ואז הם מחתימים את הניירת בשדה התעופה אתם לא מקבלים את הכסף בשדה התעופה . על מנת לקבל את הכסף בהחזר מע”מ אתם חייבים לחזור למונטנגרו בתוך עד 6 חודשים זאת אומרת ליפני שעובר 6 חודשים ואז לחזור לאותה חנות איפה שקניתם ואיפה שקיבלתם את הניירת ורק אז אולי באותה חנות תקבלו את החזר המע”מ.
לגבי החזר המע”מ במונטנגרו זה די סיפור לא בר ביצוע לרוב ההסתמכות שחנויות קטנות בדרך כלל אינן משתתפות ביוזמות החזר מס, וגם רשתות גדולות אינן מפרסמות שירות כזה
